Ishida Mitsunari is a general under the Toyotomi clan. He has served Toyotomi Hideyoshi since the latter was under Oda Nobunaga, and was rewarded with the administrative rank of "Jibushoyu" after Hideyoshi's conquest; he was referred to as "Jibusho" as a result. Hideyoshi trusted Mitsunari as a man not driven by self-interest, and granted him the fiefdom of Sawayama in Omi province. Mitsunari was one of the Five Commissioners who actually held power under Hideyoshi, but often argued obstinately with the others due to his own purity and sense of justice. After the death of Hideyoshi, he clased furiously with the faction who were accepting Tokugawa Ieyasu, and put everything he had into the survival of the Toyotomi clan. He was no less skilled a plotter than "Ieyasu the Tanuki" and was called by some the "Fox of Sawayama".

Mitsunari was raised by Hideyoshi from a young age, and unusually loyal as a result. He was said to have originally been an attendant at a temple in Omi province who was discovered by Hideyoshi and made into a samurai. One of the stories about that time is the "three cups of tea," in which the young Mitsunari serves Hideyoshi three cups of tea in succession, each just the right size and temperature for the moment. Hideyoshi trusted Mitsunari and assigned him to important positions in the administration of Sakai, the national land survey, and other areas. Mitsunari returned this trust with full support for the Toyotomi administration.

On the first day of the tenth month, Mitsunari was executed at Rokujo—Kawara in the capital. His loyalty to the Toyotomi clan never wavered, and he remained the model of samurai honour right up until his decapitation. Even leyasu praised Mitsunari as one who knew what true greatness meant in a general.
